                "Yli 60 000 euron menev\u00e4t hankkeet minikilpailutetaan puitej\u00e4rjestelyn sis\u00e4ll\u00e4.  Minikilpailutuksessa hinnanpainoarvo on 30-50 %, osaamista ja kokemusta kuvaavien laadullisten tekij\u00f6iden painoarvo on 70-50 %.
